NCA Annual Conference, 2002

Nasir community held a meeting in the Omaha, Nebraska, new NCA headquarters
January 26, 2003

Mr. Pal Gatkuoth Ruai
The NCA General secretary
(2001-2003)

The quiet and wonderful meeting that Nasir Community never very had since the beginning of NCA conferences, both men and women were highly motivated for the way the community emerged to new system that will hopefully help its people to service themselves better The conference lasted for two days started from Dec 24th –Dec 26th, 2002, followed by party.

Agendas

Our community members had been taken a much of their time to find out the accurate decisions that will correctly put everything in its place, and safeguard for the community. Fortunately, the best possible answer community chooses is to divide the community’ duties into two departments: administration and management under the same category. Now our community is operating as non-profit organization that may benefit us here as well as our suffering people back to our homeland. So many people have been thinking day and night for the children that left behind in the South Sudan; and still grow illiterate in 21st century. Please let us work hard to open the door for our people that we committed to help.

I. Power of Board of Directors

The Board of Directors had been chosen and given responsibility to manage the Community’ money. The system would be installed soon, but we are waiting for the Bylaw. The Boards still stand as watchdog for the community’s $1; therefore, the boards should be guarded by Bylaw; the Community’s Lawyer is preparing it.

II. The NCA decentralization to all states

Nasir community General office release the information to every NCA Representatives in any state, which has ability and willing to register the community, office will help to provide you with official documentation that should make the registration very easy and considerable.

III. Change of fiscal year

Community was debated about the change of annual meeting; there are two main reasons that support the proposal:

  1. Many people have never been enjoyed the Christmas holiday with their families since the beginning of NCA conference in 1996.
  2. Complain for long drive in snowy season.

Two-third of population voted for favorite of the above mentioning situations, and they chose the independent day.  Now July 4th becomes the NCA official annual conference day.

VI. Financial and attendance reports

Below is a year 2002 financial report amount that NCA volunteer members donated to the Nasir community account.  The NCA previous amount is not included; we will work out how to access the previous account and then we will report to you.   NCA in Canada did not send their financial report due to a dispute in the community. They said that they would hold their money until the community comes together. The active numbers who were attendance the conference this year were 360 people.

VII. Registration

It comes to NCA's attention that every member would have to be registered. It requires both active and nonnative members, because NCA has been running its activities for a long time without property documents or records. We set up a database for community records; both head of family and all family members will register. It will help us to figure out how much our community is growing.

VIII. Peace Negotiation

As we experiencing that our community had been divided by internal conflict that complicates the solution of the problem. The severe and unbearable consequences of unfruitful behavior; our community still works hard to resolve the problem through peaceful mean. Nasir community appointed Simon Gatkuoth Wakoa as a Chairman of peace negotiation, if you have idea for peace solution please contacts Mr. Wakow.

And thank, God bless you all,

NCA Gen secretary Pal Ruei
