Longechuk’s Commissioner Appointment I salute everyone in the name of our fallen heroes and historic movement SPLA/SPLM of the South Sudan. The movement was established with clear vision and with the public declaration of its policies and objectives written in the manifesto since 1983. Many sacrifices were made by sons and daughters of the South Sudan until the movement arrived to its nearest goal by signing the Comprehensive Peace Agreement in 2005.It would be delusive to mention to the leaders and responsible organs about the principles and the objectives of the Movement as long as some living heroes in the power today fought one of the longest and hardest war in African history. Though we had lost great people for both right and wrong purposes, the blood of our fallen heroes is still not dried on the ground and their dream is not fully attained. If I said heroes, it does not indicate one or two individuals but the entire patriots who made sacrifice for the freedom of Sudanese people at large and Southerners in particular. I believe that this freedom should be exercised freely regardless of once religious, political and social affiliations or whether someone is from a minor or major tribe. One of the tools to achieve this is not only allowing freedom of the speech without implementation of what the people said. A lot of things have been said about corruption, tribalism and nepotism which are undeniable but by observing our situation from many angles, the South Sudan is in the stage of infancy in regard to the signing of the CPA, skilled man power and problems ahead. While the expectations are still very low, the leaders and the people should not drag their feet back from bringing stability, development, peace and security to the people for whom they relentlessly have fought for. Some of the means of achieving these objectives is to develop strategies of creating awareness, educating people, making right decisions, monitoring and right evaluation at different levels of the Governmental structures and by making smooth coordination with Non-Governmental Organizations(NGOs) that provide social services in the South Sudan. Anyone is aware that CPA is achieved through long struggle and with scarcity of resources. I personally believe that the today problem of South Sudan is not external matters but internal conflicts; these problems need to be addressed earlier than later in order to avoid unintentional chaos if South Sudan faced any challenge outside of its spectrum. It is not too late to set the internal stability as the main priority of bringing sustainable peace. Coming to the main reason for this letter, Any Government or Governmental sector has its constitutional rights, rules and regulations that permit the responsible bodies to carry out their legal duties based on the job description. It is not the mandate of anyone to agitate the leaders to take decisions, but leaders need to put into consideration the outcry of the people, especially at grass roots. As one of the prominent sons of the Longechuk County, I felt a bit disappointed by the way the county commissioner has been handled. It is true that there were some setbacks at different levels in which everyone has to take the blame. The newly nominees for candidacy has been nominated but nothing has materialized so far. In the first place wrong appointment was made without the knowledge of the president about the candidate which was in fact approved by the president; and to make the things worst, no consultation from the local communities was made. After the president made an appropriate inquiry, the decision was reversed based on the Presidential Decree. A lot of people expressed their thankful wish to the South Sudan’s president for listening to the people complaint and by taking the right action. The question now is “why it takes so long to appoint the new commissioner?” Could it be the time constraint for the president to make decision that would be done within hours? Is the president waiting for more information or inquiry about the new candidate? Was the reversal of his decision imposed on him by the public? Is the president showing his power to his people? Is the president finding it hard to select one suitable person from the forwarded nominees? The answer is hard for ordinary person like I am. Finally, I am bringing to the attention of the president the frustration of Longechuk’s society for not getting their commissioner being appointed, and on behave of the longechuk county, we are asking your presidency once again to take an appropriate action based on the “presidential decree” to appoint the newly nominated candidate. Long live SPLM, Long Live SPLA and Long live South Sudan.
