Civilians are the backbone of the government; therefore, the government should protect their liberty. At this time, all regions in Southern Sudan are virtually insecure. Civilians are terrorizing their neighbors and attacking other regions. On May 08, 2009, a group of criminals from Chie-Thieng and Chie-Bior, Jimach section from Lou Nuer were attacked Torkech Buma of Jingmir Payam, Nasir County in the Upper Nile State.

The attackers were dressed up in military uniforms. They entered into Torkech village around evening time. They explored the entirely area up to mid-morning. Around 3:00 am, Sudan local time, the killers started open fire in the village. They were using flashlights when entered into each house and killed everybody they found inside the house.

In this cruel attack, the lives of many vulnerable people were lost, and the death toll rose to 47 people. Among the dead, women are thirty; children are thirteen and four men. The attackers were also wounded 49 people. Twenty-four are women, eighteen children and seven men.

Torkech incident is obnoxious and anguish, and compelled citizens of Jingmir Payam of Nasir County Diaspora to inscribing condemnation letter unwaveringly to group of Lou Nuer from Jimach section who responsible for this criminal acts that their crimes shall not go impunity.

In the eye of law, this group of Lou Nuer identified themselves criminals and threatening their neighbors in Jonglei State and Upper Nile. They managed to obtain illegal small arms after the GoSS primarily disarmed the civil population in the South. Therefore, the GoSS might have reconsidered disarming the population, which still bears small arms, and terrorizing their neighbors whom already been completely disarmed.

In any given condition, if the GoSS may not well function to completely disarming civilians who still carrying guns in the South, others civil society which their lives being imperiled by those who bears arms, will find their ways of bearing new arms and protect themselves from those criminals who brutalizing their lives.

Subsequently, insecurity will spread out in the South and intensify to all regions. It will place high security threat to the government. In glimpse of current security levels in the South, all States have experiencing high quantifying insecurity threats, and they yearning to the GoSS to respond for protection, but that protection had been excessively long to safe their lives. Women and children are always dying in the hands of gang groups, which their crimes cannot be subdued by the GoSS. Torkech incident is one best example of those crimes currently happening in Southern Sudan.

Lou Nuer like other gang groups in the South, have repeatedly attacked and terrorized peaceful individuals who abide and stand according to the law, love, peace and synchronization, and yet the GoSS does very little in preventing those crimes against humanity, and providing full security to civilians. This cannot be the way of life that our civilians should live their lives under the GoSS because the government which representing civilians should also protect them and granted them a freedom.

The attacks of Torkech had wakening the vast majority in Upper Nile State. Thus, the GoSS is required to intervene and brings those responsible to justice. Considering the prolongations of insecurity that we have in Southern Sudan may eventually cast a big shadow on the CPA implementation, and presents opportunities to our enemies against the GoSS and sends negative signals to the outside world.

In these junctures, the citizens of Jingmir Payam, Nasir County in North America have appealed to the GoSS to provide full control of civilians and completely disarming civil society, which still bear arms, and investigating how civilians obtain small arms after the government had disarmed them.

In process of disarmaments, local chiefs, and kings shall be involved, as they knew better their private citizens who carrying guns than government officials. Military actions is always a last resorts, it cannot be taken promptly. Another issue surrounding this case, civilians shall be encouraging to move into their Bumas, Payams, or Counties where government will provide them enough protections because government security forces or police may not effectively patrol the entirely village built in the old sprawl growths development systems.

We also have condemned the decision that concurrently removed the entirely security forces from Torkech. It was that unfounded decision granted access to Lou Nuer to attack Torkech Village, in which 47 people were killed and 49 were wounded.

In summary, the citizens of Torkech-Buma, Jingmir-Payam, and Nasir County Diaspora have strongly condemned the barbaric killings in Torkech for its cruelness and uncivilized results. We criticized the attacks and blamed those who are responsible for these atrocities. We called upon the GoSS at all levels to take necessarily actions in preventing any future attacks, and launches a collaborative efforts in fighting crimes against humanity in Jonglei and in the Upper Nile State. We are anticipating that your actions and efforts will help to bring stable peace and justice to our civil society in the South, and held those committed crimes accountable and brings them to justice.
