RESOLUTION
Preamble
Desirous to resolve peacefully the conflict that has persisted for over 15 years between Jikany and Lou;
Recognizing the devastating effects of proliferation of small arms in the hands of the civil population;
Accepting immediate disarmament of the civilian population;
Aware of the aspirations of our people to live harmoniously together;
Committed to sharing of common resources in the Sobat basin;
Determined to resettle the Internally Displaced Persons and refugees;
Creating a society where rule and law prevail;
Yearning for development and progress;
We, the people of the counties of Akobo and Nyirol of Jonglei state on one hand and the counties of Ulang, Luak-piny and Baliet of Upper Nile State on the other, represented by our chiefs and commissioners meeting in Ulang in February 7-8 th, 2009, hereby agree to:
- Re-affirm the resolutions of the 4th January 2009 Malakal Jikany Lou Meeting;
- Deplore the culture of violence prevailing in our society;
- Urge immediate and simultaneous disarmament of all armed civilians per the decree of the President of the Government of Southern Sudan as of June 1 st, 2008 and assisted by the Bureau of Community Security and Small Arms Control;
- Share the common resources such as water, pastures and fishing grounds in the Sobat basin;
- Stamp out cattle rustling, raiding and armed banditry in the basin;
- Encourage trade and free movement of goods in the basin;
- Call upon the Government of Southern Sudan to provide microfinance credit facilities to traders in the basin;
- Empower the traditional authorities by providing salaries and enactment of the local government act so that they can discharge their duties efficiently;
- Reactivate Joint Courts to settle cases during the dry seasons for Jikany, Lou and Ngok in Gelachel, Doma, Ulang, Jikmiir and Wanding;
- Recognize that Cieng Dhuor Bang and Cieng Dong-jaak are part of Jikany per the 1956 borders;
- Rebuild the abandoned homesteads of Jikany south of the Sobat river starting from Shwai, Goya-Nyar, Manchom, Panom Cieng Dhuor Bang, Nyading, Nyangora, Nyar-Kueth, Makak upto Kewar and Wanding areas;
- Call upon the international community and Southern Sudan Relief and Rehabilitation Commission (SSRRC) to provide relief and to facilitate the return and resettlement of the Internally Displaced Persons to their homesteads;
- Call upon the Government of Southern Sudan to accelerate building of the Malakal-Ulang-Nasir-Mading- Jekou Road on the following alignment Baliet, Lony, Kubri Mariek, Lwel, Doma, Ying, Magoraha, Rub-Buot, Yomding, Nasir, Mading, Gurnyang, Kuerdet, Malual Ga-hoth, Khor Machar, Kuethni, Nyuarweng, Jekou Nyakuar; and Nyuarweng, Nyinagwel, Urieng to Maiwut;
- Call upon the Upper Nile and Jonglei State Governments to assist the relevant counties to build security roads - such as Ker Choat-Kewar-Akoba road, Barmach-Joor-Waat road, and Yakuac-Nyirol-Langken road- that will link communities;
- Call upon the SSRRC to provide food for work for clearance of roads and other related activities;
- Call upon the Government of Southern Sudan or private sector to provide ferry boats at crossing points along the Sobat namely Kuich-Ker Choat, Ulang-Barmach, and Lwel-Yakuach to cross vehicles and goods;
- Call upon the Government of Southern Sudan to initiate development and infrastructural projects such as schools, hospitals, clinics, roads and provision of clean water and sanitation facilities in the Sobat basin;
- Call upon the Government of Southern Sudan to provide urban planning and survey for the counties headquarters as the people are starting to build permanent houses in these towns;
- Call upon the Government of Southern Sudan to deploy more SPLA troops, police, prison and wildlife forces to improve on the security situation in the basin;
- Call upon the Government of Southern Sudan to empower the police by providing it with arms, transport and efficient communication equipment;
- Call upon the Government of Southern Sudan to deploy legal counsels and judges to the counties;
- Urge the counties authorities to apprehend cross border criminals and extradite them to counties where crime is committed;
- Condemn the recent raids of the Murle on the people of Lou Nuer killing 34 and looting thousands of cattle;
- Call upon the Government of Southern Sudan to resolve the issue of un-integrated soldiers stationed in Ketbek, Guelguk, Doleib Hill, Khor Fulus and Jelhak as they pose insecurity in the counties concerned;
- Stop illegal collection of taxes and fees by soldiers and police on Sobat river basin; and
- Call upon the intellectuals and the Diaspora to support this peace agreement.
